DECEMBER 2025

08 Dec Consultation Collecting energy margin information The Electricity Authority is consulting on a proposal to collect and publish information on generators’ energy margins. We want to regularly collect financial information from large generators to calculate energy margins to provide insights into generator profitability in various market conditions. The data will help us to monitor competition in the wholesale electricity market, particularly during periods of scarcity.
16 Dec Consultation 2026/27 Levy-funded appropriations Electricity is essential to the livelihood of all New Zealanders. The work of the Electricity Authority supports an electricity sector worth $23.8 billion. The EA are funded by the Government through a levy on industry participants. For their work programme for 2026/27, the EA propose to absorb up to $3.2 million in expected cost increases next year for the enforcement of level playing field rules (subject to consultation and Board decision) and inflation-related increases to the Authority’s own operating costs.
19 Dec Consultation Standardised super-peak hedge contract: clause 2.16 information notice We are consulting on a proposed notice under the Code to require all participants who operate an electronic platform on which standardised super-peak electricity contracts are available for trade to regularly provide the Electricity Authority with trade data.

19 Dec Consultation Reducing barriers for new connections THe EA are seeking feedback on proposals to address inefficiently high up-front charges some face when wanting to connect to distribution networks. Excessive up-front charges could deter business growth, new infrastructure, housing development, and slow electrification of the economy. However, data indicates a small number of distributors have been requiring newly connecting customers to pay more than their share. the EA are proposing a targeted intervention to reduce inefficiently high up-front charges. This could unlock more connections, which would mean fixed network costs are shared among a wider group of users.
23 Dec Consultation Wholesale market arrangements for battery energy storage systems

We’re seeking feedback on options to improve wholesale market arrangements for utility-scale battery energy storage systems (BESS). As Aotearoa New Zealand transitions to a more variable power system, BESS will play a critical role in maintaining security and resilience. They can help balance intermittent generation from solar and wind, support efficient investment, and enable consumers to benefit from new opportunities. To unlock these benefits, regulatory settings must be fit for purpose.

23 Dec Consultation Strengthening price discovery in the forward electricity markets We’re seeking feedback on proposals to amend the Code to require mandatory market making of the new standardised super-peak contract, extend longer dated futures to five years and reduce total baseload offer volumes.
