12 Nov Consultation extended Improving electricity billing in New Zealand The Electricity Authority are consulting on a package of Code changes to improve electricity bills, whether viewed on paper, by email, on a website or an app.
18 Nov Consultation Proposed Code amendments to improve access to product data The Electricity Authority have decided to move forward with a redesigned suite of EIEP14s to standardise the exchange of electricity product data.We are also proposing to introduce a new system requiring all retail electricity plans to be associated with a unique product identifier code to make all plans easily identifiable
19 Nov Consultation Maximising benefits from local electricity generation The Electricity Authority are seeking feedback on proposals to make export limits more efficient, so residential solar, wind, solar farms and other distributed generation can supply more electricity to networks.
21 Nov Consultation Requiring the use of half-hourly data for reconciliation The Electricity Authority are consulting on proposed Code amendments to require participants to submit half-hourly data into the wholesale market’s reconciliation process, where this data is available. This will improve cost allocation, strengthen price signals and enhance incentives for demand-side flexibility. Consumers would be able to make more informed decisions about consuming or generating electricity.

Level playing field proposed Code amendments

Following the Authority's first Level playing field consultation, we are now seeking feedback on proposed Code changes necessary to introduce mandatory non-discrimination obligations.The proposed amendments to the Code would impose principles-based non-discrimination obligations that the four large gentailers Genesis, Contact, Meridian and Mercury would have to follow

Improving prudential security arrangements

Prudential requirements are financial obligations on purchasers of electricity on the wholesale spot market. They require funds to be paid to the clearing manager in advance, to ensure generators can always be paid for the electricity they supply. This is important because electricity is consumed before it can be invoiced and paid for, and because generators are legally required to sell it through the wholesale market

Collecting energy margin information
The Electricity Authority is consulting on a proposal to collect and publish information on generators’ energy margins. We want to regularly collect financial information from large generators to calculate energy margins to provide insights into generator profitability in various market conditions. The data will help us to monitor competition in the wholesale electricity market, particularly during periods of scarcity.

Wholesale market arrangements for battery energy storage systems
 
We’re seeking feedback on options to improve wholesale market arrangements for utility-scale battery energy storage systems (BESS). As Aotearoa New Zealand transitions to a more variable power system, BESS will play a critical role in maintaining security and resilience. They can help balance intermittent generation from solar and wind, support efficient investment, and enable consumers to benefit from new opportunities. To unlock these benefits, regulatory settings must be fit for purpose.

Strengthening price discovery in the forward electricity markets
We’re seeking feedback on proposals to amend the Code to require mandatory market making of the new standardised super-peak contract, extend longer dated futures to five years and reduce total baseload offer volumes.
